Jim, oft-hand I'd suggest we stretch the lobbying limits of what we can do with the present organization. Worse comes to worse, we just get warned, and then we could go to Plan B:

I was once Treasurer of the New York-New Jersey Trail Conference, Inc. many moons ago. We decided to have a new, separate organization with the same officers and directors of the NY-NJTC, Inc. The new organization was called the New York-New Jersey Trail Conference Outdoor Fund, a 501 (c) (3) that could accept tax-deductible contributions. The NY-NJTC, Inc. became a 501 (c) (4), I believe, and could continue lobbying. Something like that could be Plan B for us..
