In my opinion as a buyer and a seller I would think its up to the buyer if he or she wanted to insure it.

I've seen many say if you wanted it insured its extra but not anybody saying you had to have it. In my opinion its just another way to make more money from the auction for the seller.

I remember a short time ago (off the subject of chips for a moment)I was scanning thru ebay lottery (I also collect lottery tickets). A seller had some older NY tickets up for bid, he said all NY residents have to pay tax. Now mind you when these tickets were bought no tax was paid and to this day no tax is collected on NY Lottery Tickets. So I emailed the seller and asked him how can you charge tax on something that never had tax on it when it was bought in the first place.

Funny I never did get an email back from him. I suppose if you have a business and are selling on ebay you can/have too charge tax but not everyday old lottery tickets.
