ebay auction insurance

I would like some opinions concerning a recent ebay auction that I won. The seller required insurance for a $24 sale. I questioned the need for insurance, but was politely told that all of their auctions required insurance. Since it was listed in the auction details (I just missed it), I paid for the chip, shipping, and insurance. The chip arrived in a plain legal envelope with a 37¢ stamp and no insurance. Bottom line, the seller self-insured. Now, I could have been a real dick and waited a week and then asked where my chip was, but with some good advice from friends, I did not. The shipping charge was quite cheap, but I still feel that the seller is simply adding $1.30 to every sale. I'm a bit peeved and will not deal with this seller again. I can understand required insurance, although I don't agree, but required insurance, and then self-insuring seems to be a rip-off. Am I off-base here? Any comments are appreciated.
