Did you contact the seller? This is the first thing I would do and if you get no response you can click on the help section ( located at the top of the ebay pages) and look for contact ebay.
Sellers should not be allowed to do this and get away with it.
It may have been a mistake honestly made by the seller. In any case the seller should refund your 1.30
