I truly get sick and tired of sellers feeling like they have to spend as much time making their buyers give feedback as they do in selling.
Me too ....... but blame the sellers, not eBay.
I admit bias against ebay. I won an auction where the seller flat out lied about the face value of performance tickets. I could not get ebay to do anything except send me a standard email acknowledging my complaint.
I think if you go back and read that "standard email" again, you'll find a whole bunch of links to law enforcement agencies. If not, a Mail Fruad complaint filed with the USPS would be step #1.
eBay is a commercial web site, not law enforcement. They can't track the guy down and arrest him, and they can't throw him in jail. They don't have the tickets to verify the face value, and they can't file mail fraud charges on your behalf, you have to do it.
If you can get a Mail Fraud complaint processed by the Post Office, then eBay will NARU him. I've done it four times in the last three years ...

I've been know to take a position that I really don't believe in just because I love to argue. Kind of like learning to fake sincerity.
