If the seller agreed to ship the book for $2.99 then the seller should accept the responsibility of the added postage cost and give a refund. Guess you could also contact PayPal and complain to them, maybe they will debit the sellers account.
Anything is worth a try. Feedback will at least alert future buyers and even a retalitory feedback will be seen through by an alert buyer.
