I don't think so for a couple of reasons.

A quarter chip is not what any upscale Vegas casino gives to highrollers. ...at least not in the last fifty years. Full RFB and more is what they get. I've gotten full RFB plus hundreds in CASH upon checkin, and I'm not a highroller.

I'd hazard a guess that most of the quarters went to the band, their entourage and agency people as souvenirs. Hagar might have wanted a rack (or more) for himself, and got it!
