The CO GCB is a strange mix of people by design, and I'm not sure who or why they came up with this design.
The GCB consists of five members, all appointed by the governor, limited to two consecutive four year terms. They all have to reside in a different congressional district and party affiliation can only be a majority of 3-2. One must be an attourney with experience in regulatory law. One must be a CPA with knowledge of corporate finance. One must be a law enforcement official. One must be a corporate manager with five years of business experience. One must be a registered voter.
To give you an idea of what this hodgepodge can deliver, one GCB member thought that Lee Bruton's personal collection example that he brought with him to the monthly CGB meeting to protest the Lodge GO set should have been confiscated then and there because the chips belonged to the casinos (even though most were closed), not Lee.
There are people that understand collecting, and there are those that have no clue. I know of one prominent Colorado chip collector that might be in a position to receive an appointment to the Colorado GCB. We can only hope that this happens.
