What's "honest" about stealing thousands of scans that hundreds of people contributed to the chipguide?

Having club resources stolen, for use on a personal site, isn't fun at all. And it's even worse that it's a club member who did it. Someone who was running for office. Isn't stealing the chipguide a major violation of the club ethics policy??
