I read this differently than you do evidently. I view this as similar to a national election in which one goes through a certain process to obtain a listing on the ballot (as in the democratic & republican convention), but that only gets them listed on the ballot. This does not preclude a write-in as one may vote for anyone for any office. You are not limited to voting for only those listed on the ballot, which several of our people do not even appear on. Does this mean that I am voting for all these officers just because they don't appear on the ballot?
