Regarding restriking of gaming tokens, I'm sure that the contract that FM had with the casinos would strongly prohibit the minting of any tokens not ordered by the casino itself. It's also likely that the dies were ordered defaced and probably delivered to the customer to assure this, although I don't have personal knowledge of it.

You have to remember that there were no Nevada gaming tokens struck by anyone in the years 1970 to 1978 as private tokens were not authorized by the feds during this period. It's likely that after a period of 9 years, FM's attitudes toward selling gaming tokens to collectors directly could change and they may have just decided it wasn't profitable enough. I've heard the rumor that the tokens delivered to the casinos in the 60's were compensation for FM's use of the token designs for collectibles to be sold direct to collectors; i.e., the casinos got their gaming tokens for no charge in those years. I have not verified this, however.

When production resumed in 1979, there were many competitors to FM whereas they were just about alone in making gaming tokens in quantity in the 1960's. The competition undercut FM in price (and in quality, in my opinion). That's one reason why FM has not been a player in the casino gaming token business for nearly 20 years.

There may well be specimens of the tokens produced by FM in their archives. There would likely be only 1 or 2 of each though, and these will never be a large factor for the token collector even if they should some day come onto the market.
