The Franklin Mint token situation in the sixties is a very complicated one, John. I've thought myself of doing an article on it, but still don't have all the data.

The 67 proof sets are marked xxx of a total issue of 500. I have sets numbered in the 400's. However, the mintage figures for some of the $5 silver proofs are only 251 as you noted. I can speculate that maybe some were melted and these quantities deducted from the reported mintage but I have no evidence to support this. It's also possible that half the proof sets were of the dollar and half dollar tokens only and that Volume 2 (the $5 tokens) was made in quantity of 250 only. That might explain the seller's set of one volume that was marked as a VIP set.

It's also interesting to look at the 1966 mintages and metals. Caesars Palace, for example, had proof-strike dollars made in two different metals, fine silver and sterling silver. The only way I've found to tell them apart is by the small difference in weight; they are identical in appearance.

And if you ever come up with a complete list of the FM tokens made after 1969, I'd like to see it. I've been trying to make up my own from Janice's token list and my collection, but have never found a Franklin Mint or Krause catalog that listed them.
