Besides, I'm still having trouble reconciling the idea that you can sell something for it's full value/price yet retain ownership.

I know Nevada law says that, but I have a feeling that the casinos would play hell enforcing it if they tried to take back all the LE chips they've sold!! Some judge somewhere (federal court maybe) is gonna hear the word "estoppel" from some lawyer and will nod and say "yup".
