Shouldn't the condition of a card being supplied by Topps directly to the slabbing company always be a perfect 10?

I am of the understanding that in card grading they grade things like how well a card is centered and other things which occur during manufacture.

If they do this with chips will the slabbers decide where the best place for the inserts to be in relation to inlay is?
