When I read the post last night I will have to say it really concerned me. The issue that Robert mentions did come to mind though. Unlike a Trading Card, Casino Chips have to be produced and distributed in accordance with gaming control laws. Your point about puting a small token amount in normal circulation may fulfill the statement For Gaming Purposes. Further if you were to place a slabbed chip on the table, I would assume the casino would have to accept it as a bet, if they declared Gaming Purposes. However, I still would like to inquire if a complaint could be filed, with the gaming commission if it is believed that the casino was "Missleading" in their declared purpose. You could still make the arguement that, if a contract between a slabber and a casino does exist, that any attempt to put a token amount of chips in circulation was a deceptive attempt to circumvent gaming regulations. Then there is the issue of what does the casino get for their signing the contract. I would assume PSA or Collectors Universe can not pay a casino to sign a contract. Wouldn't that violate the law regarding the casino selling chips for over face? Call a fee what you want but if it is paid on the condition of signing an exclusivity contract than it would constitute an aditional payment for the chips, over face. I will say I am not an attorney but these would be my feelings. Maybe someone out there can clear up these questions.
