This is why I use Photodraw. It has different shapes for cuts. One of them is a circle cut tool. And since chips are (more times than not) a circle, just drag the borders and cut it to a new picture. Here are two examples:

With the circle cutout tool, it is easy to get the cutout (on the right) but the odd shape presents a problems, so I bordered it the best I could.
