I figured so, Jim, but my purpose of posting that "exact" case was because it was a very good visulization which could have easily related to a handful of chip buyers bidding on a quantity of chips, and it included "agree not to bid" -- of which had it happen initially for Uncle Sammy to nail them. <g> I looked high and low in eBay's rules...and I can't find anything addressing "agree not to bid" as bid-rigging.
