Jim, I don't know the codes in California or anywhere else for that matter. At auction school 16 years ago we were given an hour course on bid rigging, etc by one of 8 different instructers we had during the course of the school. His explanation was it was like exceeding the speed limit, it happens all the time, but only high profile cases get publisized. As a lawyer you have heard of bid rigging? Although I'm sure the definitions very from state to state, the broad definitions we were taught is all I'm aware of.
