I think putting the chip in a flip and adding some printing to the other half got them by the WA gaming commission because now it is a "souvenier". Freddie's (non-indian) was allowed to put some of their GOs in key chains (heresy) and sell them. They sold them at the gift counter not the cage however. Indians don't pay state sales tax so I guess they don't need to segregate.
