I remember the ordering option from Borland sales materials long ago. My assumption (I never asked) was that this was a way to ensure that the "Reg #" (Registered or Registration number) was reserved exclusively to a customer's name that ordered chips, both initially and with future orders. Always a simple round center inlay. But even is 2 different Bob's wanted to order a set in this Weave mold and want the name to be "Bob's Casino", the Reg# would differentiate the 2 sets. You couldn't ring in foreign chips into the game (although the numbers would look pretty similar.

It's like the licensed casinos that are supposed to have unique body & insert color combinations that don't exist at another casino, such that foreign chips can't be introduced in the middle of a stack (not applicable for lower denomination / solid body chips).

The Reg # was just Borland's way of promising unique non-duplicate chips without having to add insert variations. It's simple and no extra cost for inserts.

But the above is just speculation.
