They weren't licenced for roulette, doesn't mean they didn't have it
Doesn't mean they didn't use a chip on the roulette wheel similar to that blue one. But that specific blue one? On what looks to me like a later smkey mold variation? With a pristine hotstamp using a modern type of foil? So that's why I'm not so sure at all that the chips came out of the casino.
Also, why 'Hotel'? It didn't become a hotel until 30 years later.
