Mailing chips. Need input

Okay, it's been awhile since I'm mailed out a single chip anywhere. I dropped one in a padded envelope and ran to the post office over lunch. My postal worker told me it was $3.95. I was surprised. He said a padded envelope automatically triggers it to be at a parcel rate? (I think that's the term he used.) Questions:

1. Is that right? Seems crazy. My local post office is horrible, so that seems like a legit question to ask.

2. How else is everyone sending single chips and how much does it cost? Most padded envelopes I get just show scanner codes these days.
