Nope...

Just about every chip ever made, with two different sides, two colors, is going to have some with the inlay on one side or the other, or hot stamped with number on one side, casino name on the other.

Yes, but there are very few $1 chips (~1%) that have 2 inlays and asymetric inserts -- and even some of those we're finding did not have the inlays applied randomly. So very few chips of this variety will be found...but they're out there.
