When the "transaction" is completed is when the eBay community should know about it... Buyer pays, seller ships. Buyer receives item in good order and complements seller and then the seller "consummates" the transaction.

Consummate: To bring to completion; perfect in every way with supreme happyness to parties involved.

That, in my opinion, is the final; starting and ending with the seller.
