There is no 3/4 inch rule except -
The only 3/4 inch rule in the regs is that any first class mail item that exceeds 3/4 inches is a parcel and does not qualify for the cheaper letter rate (which has a 1/4 inch max) or the "flats" rate (which has a 3/4 inch max).
