You should have been charged $1.30

The package is not a letter rate item because it is more than 1/4 inch thick and is not uniformly thick.

The package is not a flat because it is not uniformly thick.

The package is a parcel because it is not one of the others. A parcel does not have to be uniformly thick, and it can be any thickness. Two ounces at that rate = $1.30.

Priority mail rates apply only if the package exceeds 13 ounces or if the package is marked "priority mail" even if less than 13 ounces.

You are being ripped off. You should take it to a supervisor.

The new rates have been a real problem for the post office.
