I am an ebay seller and I charge $2.25 for the first chip, and all other chips bought within the same day are sent in the same package for free. I figure the $2.25 covers postage, delivery confirmation and packing materials (bubble mailer, flips, tape, etc.) And my customers don't seem to have a problem with what I charge. I do agree with you that there is tons of price gouging for shipping costs on ebay. I won't buy anything where the cost of postage is not CLEARLY stated in the auction. I send to Canada and I only charge a dollar extra than I would charge if it is delivered in the U.S.
