... as in my thousands of chip sales, I have never run across this very interesting situation ....

I ship the next day to anyone I have an address for, and am usually paid within a few minutes, hours or days, so there is not a big time lapse for this situation to occur ............ but I do take returns unquestioned and fully refund immediately including s&h .......

No one has ever wanted to return a chip to me that I know of for the reason raised in this post ...... the only couple that I have ever had were minor condition problems, and I just refunded their payment and told them to keep the chip or throw it away ...... !

I would suppose that there are buyers and sellers out there that do snail mail payments, then wait for checks to clear, and then ship items, which would allow alot of time for this to happen ..???
