IMO it is not a Borland.
Have you ever seen drilled ones like yours? None listed in TCR.
IMO it has not been repaired. What you are seeing is natural wear.
That said.
I had the "expert" on repairing chips look at the scan. He said in his opinion it has not been repaired.
But If you could find the "same exact" wear pattern in the cross hatching and mold wear, around the top "NEVADA" on the chip, its possible it was fixed. To fix a chip a mold must be made from the same side of the chip and overlayed on the repaired section. The two spots (cross hatching and wear on the mold design) become mirror images.
