Here's my reading of the information.
The 1954 order was placed by JW Brown's Horseshoe and was for Benny Binion chips. The entry in the Burt journal looks like they were surprised by this order coming from Brown's Horseshoe and required conformation from Reno Games before they would make the order. This order was delivered in Febr. of 1955.
The 1958 order was the exact same color and design chip as in 1954.

If I were a betting man, I'd say the hot stamped solid color chips were the first chips used at Binion's when they opened. These would have been replaced by an order of spotted and printed center chips on the arrowdie mold. This pre 1953 order has a different center then the one I have shown and has never been found by collectors. I don't believe that hot stamped solid color chips with letters scratch out would be used in a major casino for 3 years. No enough security against counterfeiting,
