It seems to me, that the "intent" of the Regulation does not matter. The point is, Nevada Gamining stipulates that the chips/tokens remain the property of the casino.

With regard to redemption issue, let me say this about that: According to the same Regulations, a discontinued issue is subject to the "Redemption and disposal of discontinued chips and tokens" clause. Basically, that clause stipulates certain requirements for redemption and also mandates the submission of a "plan". The plan, in addition to other requirements, needs to address the "Destruction or such other disposition of the discontinued chips and tokens..."

For all I know these plans address the ownership issue by saying we will hand them out to employees, strangers, or destroy them. I imagine that case-by-case, all plans are different. But it is possible that Gaming has a specific requirement that must be included before the approve each plan.
