Encapsulation does NOT necessarily mean potted in a block of plastic, Archie. It means to place in a container (capsule).

I suggest that semantics IS the essence of the discussion here. It will be impossible to write a regulation that prohibits selling chips placed in plastic holders (slabs) by grading services, without prohibiting sale of chips in a number of other types of plastic holders. This is not an attempt to confuse with distractions, but addressing the practical matter of regulating to prohibit certain types of collectibles that are deemed not "politically correct" without disturbing the traditional types of chip sales we are all used to.
