On balance, though, this doesn't look like a shill bidding situation to me -- as for "seed" bidding, if the transactions are not being completed, I think that would still be a violation of eBay rules. Sam's winning bids in two of the auctions, though (the 73.51 and the 23.00) came over aggressive bidding by others and cannot even be considered "seeds".

Having looked at the entire pattern of Sam's bidding, this just doesn't look like anything untoward is going on. I can't explain why he isn't bidding on anyone else's auctions, but don't see anything improper in it.
