Travis, I don't have any idea how permeable the surface of your chips might be, but that will be the determining factor on how easy or difficult removing the laquer will be. If you can lift an edge of the laquer surface with an Xacto blade, you might be able to peel the laquer off using such a knife.
I frequently use something sticky to remove paint from a surface. Masking or Duct tape is a posibility, again depending on how much the laquer permeated the chip.
Acetone on a casino chip? From what I've been told, a little on a q-tip is how someone might remove a hot stamp. Why someone would remove a hot stamp could be yet another hot topic.
