Most likely Paul-Son made. But can be tested.

I'm pretty sure that those are Paulson made chips. I believe that Paul-Son created the ROULETTE mold to adhere to Atlantic City regulations that demanded that the word ROULETTE appear on the chip. I believe that that chips on the mold were most likely first introduced in 1980.

A while ago I posted some evidence for the above claims. http://www.thechipboard.com/archives/archives.pl/bid/399/md/read/id/1657023/sbj/is-this-the-first-paul-son-roulette-chip/

So, I think that John's chips date to 1980 or later. I can't think of why Paul-Son would even have that mold created before 1977, which is when those Atlantic regulations were established.

There is probably another way to determine whether those were made by the Burt company (during the 1970s) or Paul-Son. Burt and Paul-Son manufactured TH&C chips and Diamond mold chips differ from each other in several ways. The easiest difference to notice is that the diameter of Burt made TH&C and Diamond mold chips are slightly wider than those of Paul-Son made chips. The same would probably be true to the ROULETTE chips, if Burt ever made them.

The TH&C chip on the left was made by the Burt company, and the TH&C chip on the right was made by Paul-Son. You can see in the second photo that the Burt chip rides slightly higher than the Paul-Son chip when placed side-by-side. You can compare those ROULETTE chips to a Burt chip and see if there is a difference in diameter.
