Not quite true. The Universal Postal Union changed the rules a short while ago. Sending international gifts with zero value on the customs slip is no longer permitted regardless of whether any payment was made.
If the goods were a return or replacement them you must create your own pro-forma paperwork following the UPU guidelines and attach that to the package also.
You can always state the minimum value (50c total, 10c per item) but not zero.

That was definitely a terrible experience
Belgium Customs is the WORST..
