Bob, here is my understanding of the answers

1. The MOGH decides they want to put on an exhibit where they have to buy some exhibit cases.. They vote on it, it passes and goes to CCA. CCA votes and allow or disallow the money ALREADY IN THE MOGH fund to be spent on it. Is that correct? - This is a true statement. To my knowledge the club BOD has never turned down a request for funds to be spent on an exhibit as we believe it benefits both the club and the hobby. There is an amount of a few hundred that the MOGH can spend without receiving approvals so we dont have to go to the board for every little thing, but substantial expenses need to be approved by the CCA Board.

2. Does everything including non-money-spending activities have to be approved by CCA, or just money spending ones? For example: MOGH decides it wants to expand educational information on it web site. No money is spent on the site, volunteers do all the work and web site costs are already covered under existing spending. Does the CCA have a say in the activity? - That Depends. Every day decisions are made by the MOGH BOD. However if there is a large change including something like appointing BOD members, we usually get CCA BOD approvals first.

Thanks for everyone's patience on explaining this, I think it's important all folks understand the structure.

Technically the MOGH BOD like every other committee conducts its business within the standard guidelines of the CCA. While we dont go thru the CCA board for every decision, we want to keep them aware of what we do and normally ask for approval on anything major.
