Indian Gaming is very complicated and in some ways every state is different, although some of the rules apply to all. Their are lawyer who do only Indian gaming law. I've dealt with some very knowledgable people in that field, but sometimes the same question will get you two different answers from the same law firm. That's how complcated it can be. One bit of advice I got early on was " just because the government agency has the word Indian in it's title does not mean they have the Indian's best interest in their heart". It confused me at the time, but did I find out what he meant!
