Yes liquor is an area where the states have some power over tribes. Indian affairs, especially gaming can be very complicated and things are not always as they appear. Example, if a state fails to negotiate in good faith when dealing with a Tribal compact, the Tribe can actually force a compact if there is another tribe in the state that has a compact.
