Chinese or Japanese?

The pictograph letters you refer to on this chip are called kungi letter associated mostly with the Japanese language. However, the Chinese use a variation of kungi in their vocabulary. There are similar but have different meanings.
I would suggest you contact your local community college to find an exchange student from either Japan or China who can get you started on the right track. If there is an authentic Chinese restaurant in your community, ask the proprietor if he or any of his workers understand kungi letters and meanings.
Like someone said earlier, it's probably a statement marking a ceremonial occasion or something that favors one of the seasons which is big in oriental cultures. The lettering on your chips looks like some I have seen in Japanese Stroll Gardens in Texas and Missouri.
