if anyone has a freind who lives near him, it wouldn,t be oo hard to bust him....just time consuming. wait til he wins something, video tape yourself packing it in an EASILY recognised package,adress it, and pay for postage. Then, put it in a second envelope and mail to your local friend. Have your friend put it in his mailbox just after the postman drops the days mail(cuts down on guesswork about when it will actually get there). friend then waits hidden with video camera and tapes him receiveing the package. wait for him to file a claim/say he didn't get it. Now you have everything needed to
A: get him federally prosecuted for mail fraud
B: sue him in local small claims court...and request maximum allowable punitive damages for fraud (could be up to/at least 10K depending on the state)

yeah, I know, It would be alot of time, energy, and effort, but if you REALLY want to get him, its one way.
