I think that if a chip is listed that a potential buyer is seriously interested in; one that is seldom seen for sale on ebay ... the buyer will make exceptions to his/her adamant "PayPal only" policy. I have foreign bidders on some of my current listings who send cash ... or arrange with friends or family members in the U.S. to send a check drawn on a U.S. bank on their behalf.
