I do live in my own little world of Nevada gaming commission highly regulated casino's and do not have much info on Indian casino's outside of the ones managed by our larger corporate casino's.
One more thought...You can sometimes find a short stack of oddball roulettes on the roulette table usually close to the denomination chips. You would have a pretty good chance at asking to purchase them. Also commemorative or new chips are sometimes kept at the bottom of a less used stack on the craps table. I bet Rick didn't expect this much discussion on harvesting roulette chips.....
