We have a very good friend....

who used to be under-cover but now is THE head guy of gaming control in Reno. According to him, the roulette chips are considered part of the equipment, just like the felts, roulette wheel, etc. are. They are not considered like the checks that you play on other tables that have denominations on them. That is one reason they are so hard to get.
