Even if they were, it could never be proved where they came from, and generic chips in that style are worth a few cents each. Does that answer the question you originally came here to ask?

Now, I have a question for you. Has your friend asked any other friends to find out about these chips? I ask as I was offered the tray you are showing (or at least one identical) a year or more ago. I turned it down for the same reasons I gave above. In fact I think the lid to the box is the only thing that may have value.
