Lets suppose Chuck mailed payment to you in cash and you didn't receive the cash, would you feel you should still send the chips?

Lets suppose you bought something from the sears catalog, and after you paid you never received the item. You call up sears and they say they mailed it and you didn't pay for insurance so its your problem. Would that be acceptable to you.?
