I found the same thing in the middle of the street at a 4 way stop, last week.
It also had a $20 bill in it.
I turned around, drove 5 houses down to the address. A Hispanic lady answered the door. No english, she was very happy to see it. She pulled out the $20 and tried to make me take it. I wouldn't, the smile on her face was good enough.
Reward? IMO, no.

Another story in another time.
I drove an airport limo in 1962 for a few months. Last stop was a big hotel in Cincinnati. Two guys left sitting right behind me, they got off.
I started picking up crap left all over. On the seat where the 2 guys sat was a brown paper bag. Inside was $12,000 or so in cash. I took it inside, the guys were still at the front deask. I asked is this yours, one said yes and thanked me.
I turned around and walked off.
Like with the spanish lady I felt I had done the right thing.
BUT
Reward? IMO, YES!!!!
