A mall? Too big - too powerful? I really can't see a mall being all that big and powerful, unless it employs half the town. Then it would be like those old company towns of the coal mining days. I may be looking at it from a different perspective than you. The way I see it, a mall is made up of stores. If those stores thought people wouldn't patronize the mall, they'd complain. I read a post that says the guard, not the guy who ordered him to have the arrest made, has been fired. That speaks volumes about the mall. I'm glad I don't live near it, I'd never shop there.
