Absent an agreement otherwise ...

... under California law, the seller is generally responsible for "delivering" the goods. This means that the risk of loss is on the seller and if the merchandise does not get delivered, the seller must replace it (this can be changed by the terms of the contract).

However, this does not mean that the seller must bear the cost of delivery. If the terms of the transaction (as stated in the eBay ad) provide for payment of shipping costs by the buyer, there is nothing in California law which would require otherwise.

That's the long way of saying that I agree with Kerry -- that buyer is full of beans! grin
