1. Yes. King of Blackjack & Goodman were not trying to bilk collectors. Karoll was, IMO.

2. Yes. If the owner or higher ups had ordered the chips, they could not sell them for $3 or $10 as Karrol supposedly had done on his own. I may be wrong but I believe that a casino can not charge over face value for chips.
